Staffing Data Submission
Long term care facilities will be required to electronically submit staffing information based on payroll to CMS beginning July 1, 2016. CMS will use the data to monitor staffing levels and employee turnover and tenure, which can impact the quality of care delivered.
Facility staffing information will be posted on the CMS Nursing Home Compare website used in the Nursing Home Five Star Quality Rating System.
Home Health Compare to Get Star Rating
A new star rating will be added to the Home Health Compare site, CMS announced.
The new rating measure will be a summary of some of the current provider performance measures the site already offers.
CMS shared its plans for the Home Health Compare Star Ratings at Open Door Forums in December 2014 and February 2015, and asked for comments and suggestions from stakeholders.

Maintenance Therapy to be Covered by Medicare
Long term care Restorative Nursing programs will see some big changes with the expansion of Medicare to cover Maintenance Therapy.
“Coverage of skilled nursing and skilled therapy services does not turn on the presence or absence of a beneficiary’s potential for improvement, but rather on the beneficiary’s need for skilled care.” CMS announced this week.
“Skilled care may be necessary to improve a patient’s current condition, to maintain the patient’s current condition, or to prevent or slow further deterioration of the patient’s condition. The concept of skilled therapy services can similarly involve not only services that are restorative in nature but, if certain standards are met, maintenance therapy as well.”
Maintenance Therapy is justified, says CMS, to prevent or slow a decline in condition.
Previous standards required that skilled nursing services result in an improvement to a resident’s condition to qualify for Medicare reimbursement.

Nursing Care Plan Evaluation
Evaluation of the nursing care plan is an ongoing activity that examines the care plan problem itself, the care plan goals, and the care plan interventions to determine if they are still applicable or if changes to the care plan need to be made.
Reasons for changing the nursing care plan may be:
The problem is resolved
Goals were met
Goals need to be bigger or smaller
A new diagnosis or change in the resident’s condition is impacting the problem
New medications or treatments need to be included
The interdisciplinary care plan team should review the resident’s entire nursing care plan at each care plan meeting, and make the necessary changes. Nurses notes should address the care plan with each monthly summary.
